The author makes his case with evidence from scripture and from history. The author traces the development of the idea of religious freedom from the time of the Reformation, to the passing of the Toleration Act of 1689. The author objects to the Act's requirement that ministers subscribe not only to oaths of allegiance but also to the 39 Articles of the Church of England, which are explicitly Christian in their dogmatic theology. He argues that this requirement violates the spirit of the Act and that the political authorities have no right to impose theological tests on matters of faith and worship. The author concludes that this requirement should be removed from the Toleration Act in order to fully extend religious liberty to all dissenting ministers. These ideas were later taken up by other religious thinkers and enshrined in law in the 19th century.
