The author, a high-ranking official, believed the country's salt industry was rife with corruption and inefficiency. He proposed a new system based on government monopoly of salt production, abolishing middlemen and inspections and utilizing merchants to transport the salt. He predicted the changes would increase tax revenue, lower salt prices for consumers, and improve production methods. The author argued such a government monopoly was the best way to improve China's salt industry. His ideas were considered at the time to be radical, but they ultimately formed the basis of the salt reforms that took place in China over the next few decades.
