The author begins with a brief look at their origins in Egypt and Rome, then traces their history through the Middle Ages and feudalism before analyzing the various taxes on property transfer that were spreading throughout Europe in the late 19th and early 20th centuries. Particular attention is paid to France and Germany, where death duties had grown quite complex, and to Switzerland, a pioneer in experimenting with progressive tax rates. The author's conclusion is that inheritance taxes, though historically regressive in nature, were ripe for modernization; the need to raise revenue for rapidly expanding public services and the rising tide of progressive political sentiment virtually guaranteed that they would become more widely adopted.
