The author uses documents from the US State Department and the French Foreign Ministry to support his argument that the US government should have been more proactive in supporting the French Republic, and in particular should have demanded compensation for damages caused by French privateers operating against American shipping. The author also argues that the US government was too quick to seek reconciliation with Great Britain, and that this led to the Jay Treaty, which he sees as a betrayal of the US's obligations to France.
