The Committee was initially created to examine North Carolina's building construction program and improve its capital facilities development process. From 1985 to 1989 the author, a North Carolina State Senator, oversaw the project, which led to numerous legislative changes. This book documents these updates, including raising performance bond limits, streamlining the approval process, and implementing an automated capital facilities evaluation program. These improvements sought to expedite small construction projects and enable small and disadvantaged contractors to bid on more projects, as well as giving state officials more oversight and time for inspections. In the author's view, these insights will continue to benefit North Carolina's infrastructure for years to come.
