With the end of the Cold War, this book argues that arms control and nonproliferation have become more important than ever, focusing on issues such as nuclear weapons proliferation, conventional forces in Europe, the Chemical Weapons Convention, and the Non-Proliferation Treaty. The author, who served as the Inspector General for both the Department of State and the U.S. Arms Control and Disarmament Agency, presents arguments for and against folding ACDA into the State Department and ultimately concludes that the priority arms control goals for the 1990s are eliminating over-armament, ensuring nonproliferation of weapons of mass destructions, contributing arms control techniques to regional disputes, and establishing global norms for the control of arms.
