The Indians at the west, have frequently and grievously complained of the encroachments made on their possessions, and of the acts of fraud and vio lence committed by hunters, and other white people, who have come among them. Those complaints have been heard by commissioners appointed on the part of the United States to treat with the Indians. But treaties have not effectually secured the. Natives of the wilderness against encroachments; or inno cent panpie on the frontiers, against savage cruelties.
