In 1881 the legislature of Indiana jassed a bill for the establishment of public libraries in all cities of the state having a populatiin of ten thousand or more inhabitants, to be under the care and management of the Board of School Trustees and to be supported by a tax not exceeding one-third of a mill on each dollar of taxable property assessed for taxation in such cities in each year. Notwithstanding the fact that the passage of this bill was secured by citizens of Fort Wayne, several attempts to establish a public library under its provisions failed. On July 25, 1893. the Woman Club League appeared before the Common Council of the City of Fort Wayne and presented a petition, signed by hundreds of taxpayers, asking that the Council would lose no further time in the establishment of a public library. The Board of School Trustees, co-operating with the Womans Club League, requested that said tax be levied. These efforts were successful and the requisite tax levy was ordered. In June. 1894. the Board of School Trustees accepted the ofifer of the rooms in the City Building, granted to the Womans Club League, for library purposes; also, a collection of books and voluntary service from the League. The Board appointed a committee of four to serve with a committee of four appointed by the Womans Club League, as a permanent library committee. In September, 1894. Mrs. S. C. Hoffman was appointed librarian by the Board of School Trustees. On the evening of January 28, 1895, the opening of the library was celebrated by a public meeting held in the Council Chamber, Mayor Oakley presiding. A program of exercises, appropriate to the occasion, was )resented. followed by an inspection of the library located in adjacent rooms. The circulating of books began January 29th, at 10 oclock a. m. The library opened with 3.606 volumes on the shelves; of this number, the 117 volum
