Historically, various European governments have implemented a system wherein prostitutes are registered with the state and subject to mandatory medical inspections to contain venereal disease, despite its many critics. The author presents expert testimony from interviews, government reports, and medical journals from doctors, police chiefs, and politicians that reveal this system is fundamentally flawed. It does not prevent the spread of sexually transmitted diseases and, in fact, contributes to the problem by forcing the majority of prostitutes to engage in sex work outside of the system to avoid the degrading inspections. Ultimately, the author contends that the regulation of prostitution is not only ineffective but also immoral, as it transforms prostitution into a state-sanctioned industry.
