This book studies politics in 17th century French Canada, principally through the lives of a series of Governors and the royal edicts that shaped the government of the time. It recounts the political, economic, diplomatic, and religious power struggles that took place, and the ways in which French colonial policy was implemented locally. One of the central challenges for the French colonial project was over trade and immigration. To promote both, the French Crown shifted its policy in the early 17th century from one of top-down control and mercantilist monopolies to a strategy of incentivizing settlement, land development, and fur trade. The book explores the tensions between these policies, and documents the mixed successes and failures of the Crown and various appointed Governors to enact them. Tensions between secular and religious authority are also examined in the conflict between the Bishop of Petraea and various Governors over the liquor trade, as well as the Bishop's foundation of a seminary colony. The book thus reframes the classic narrative of New France as a story of colonial failure, by highlighting the complexity of local political action and social endeavor.
