At the time, the US government had long intended to divide up the territory of New Mexico and begin incorporating it into the body of states with the Union. This book chronicles the many debates and disagreements over how, and even whether, to begin the incorporation process. Should Arizona and New Mexico be incorporated as a single state? Should Arizona be allowed to remain a territory? Should the two territories be split up by the Colorado River? Or should Arizona be split into multiple territories, to be incorporated separately at a different time? The author contends that the incorporation of these territories was a matter of balancing political objectives, and that the ultimate decision of Arizona and New Mexico's status was born out of a complex intersection of strategic maneuvering and political compromise.
