This book explores how the British Empire could reconstruct its constitution to make it possible for all the peoples composing it to take part in the responsibilities of its government. Drawing on the author's discussions with a small body of men united in the belief that the future of the Empire will be largely determined by its internal relations, this book considers the main objections, complexities, and solutions to closer constitutional unity. In the author's view, any closer union cannot be one of exact uniformity in relation to all the parts of the Empire, and it must respect the differences of character and condition prevailing in the several parts. Key to this is a Parliament with an Executive responsible to it, similar to the accustomed and familiar methods of governance within the British Empire. The book makes clear that the only safe and assured means of constitutional union among British peoples is the means of a Parliament with an Executive responsible to it, and that expenditure on Imperial services should be determined and approved solely by the Imperial Parliament.
