The book opens with a dedication to the General Treasurer and Commissioners for the Care of Turnpike Roads in the Bristol District, whose efforts to improve the roads in their district inspired the author to conduct his own inquiry into the national state of roadways. The author argues that the current practices for road repair in the UK are both expensive and ineffective, and that improvements to road construction methods and management practices are urgently needed. Drawing on his own experiences and the evidence of others, the author proposes a detailed plan for reforming the way that roads are built and repaired, which he contends would yield substantial savings to the public and improve the quality of the roads considerably. The book concludes by discussing the importance of appointing skilled engineers to roles overseeing road maintenance, in order to ensure that the roads are built to the correct specifications and maintained in good condition.
