This book traces the history of embankments and drainage works in lower Bengal from the permanent settlement of 1793 to the passing of the Bengal Embankment Act in 1873. It also critically examines the main principles of that Act. The author argues that, given the pre-existing conditions at the time of the permanent settlement, the State ought to be responsible only for the maintenance of embankments existing at that time. New works, except in cases where it could be proved that a distinct addition had been made to the revenue demandable on account of Government undertaking the embankment, should be paid for by the persons whose lands were protected. The State would, however, contribute indirectly by losing interest on advances and losing sums irrecoverable. The book concludes by discussing the various problems which will be experienced in working the Act, and the chief difficulties of working the Act.
