The book provides a detailed account of the challenges and successes of the EBCDC, as well as the tensions between the CDC and the city government. The author argues that the EBCDC's efforts to assert its autonomy are part of a larger movement for community control over urban renewal programs, and that the CDC's experiences offer valuable lessons for other communities seeking to achieve greater self-determination.
