This book investigates the historical record of oil and gas regulation in California, Texas, and Oklahoma over the course of several Congressional investigations dating back to the 1930s. The author contends that state-level regulatory bodies have succeeded in achieving efficiency and conservation goals in the oil and gas industry without the need for additional or more stringent federal regulation. The author argues that existing federal regulatory laws were adequate to address the issues of the day and that subsequent investigations by Congress, particularly those of the 1970s, failed to recognize the effectiveness of the state-level solutions. Accordingly, the author maintains that the regulatory structure already in place achieves the desired outcome: the efficient and conservation-minded production of oil and natural gas in the United States.
