It also examines the legal mechanisms that have been created to address the deployment of American troops abroad, particularly the War Powers Resolution, to determine the success and viability of these mechanisms. Recent events, most notably the Senate debate last fall regarding U.S. involvement in Somalia, have highlighted the need for such a review. The book argues that the War Powers Resolution has failed to establish a working mechanism for congressional decision-making on committing U.S. forces abroad. Instead, the author contends that the Constitution already provides entirely adequate powers for Congress in this area, particularly through the power of the purse. Additionally, the book questions the wisdom of the U.N.'s role in peace enforcement operations and suggests that such operations have failed in Somalia and are unlikely to succeed in Bosnia. The author concludes by arguing that Congress must be prepared to step up and take a stand on the issue of committing forces, either supporting or not supporting such action, and not simply sit on the sidelines and criticize an operation that has failed.
