By assessing influences on variables affecting tobacco production income, such as price, yield, and labor requirements, the author finds that, over the long term, landowners were the beneficiaries of the programs. However, the study reveals that tenure arrangements, including sharecropping and tenant farming agreements, remained flexible, allowing laborers to earn returns comparable to their opportunities in the absence of these programs. The author concludes that tobacco programs had a greater effect on income distribution than tenure arrangements, with landowners experiencing a greater increase in returns to land than laborers in both North Carolina and Virginia.
