In presenting this fourth edition, the author takes occasion to express his appreciation of the widespread and gratifying interest that has been shown in this book since its first appearance. In order to extend still further its usefulness the book has been carefully revised and much enlarged, always considering as paramount the needs of the practical worker. Primarily, this book is intended as introductory to the larger and more mathematical works on the subject. It is expected, however, that the reader will also gain from it a thorough practical knowledge of the principles of electrical testing as applied to everyday conditions. The importance of this knowledge is being emphasized more every day. Broadly speaking, all testing is to discover defects, whether it be to locate a break in a line or to insure that a generator is up to voltage. I ts ultimate object is to restore or maintain the maximum of efficiency.
