On the other hand, the situation within TVA as it was in 1943 represented the close of a decade of its operation, a point to be borne in mind by those interested in TVA shistory for its own sake. Paperback. Etat : New. Print on Demand. This book delves into the Tennessee Valley Authority (TVA), a government agency established in the 1930s to address regional development challenges in the American South. The author examines the TVA's "grass-roots" approach, which aimed to reconcile centralized planning with democratic principles by involving local communities in decision-making processes. Through meticulous analysis of the TVA's official doctrine and its interactions with local institutions, the author sheds light on the complexities and unintended consequences of this approach. The concept of "cooptation" is introduced to explore how the TVA's efforts to gain local support sometimes led to compromises and limitations on its policy and actions. By exploring the TVA's experience, this book offers valuable insights into the challenges of balancing centralized authority with democratic participation in the context of large-scale planning initiatives. Ultimately, it raises crucial questions about the potential and limitations of "grass-roots" administration in achieving meaningful social change.
