About the author:

Cosmo Graham is Professor of Law at the University of Leicester, and a competition lawyer who specialises in the law relating to the regulation of public utilities. He is also Director of the Centre for Consumers and Essential Services, a member of the Competition Law Association, and co-editor of the Utilities Law Review.
