Synopsis

Inside you will find: A City Manager receives a letter package and immediately experiences a mysterious attack in his office at city hall. Simultaneously the City Treasurer aims a revolver at his head and pulls the trigger. The City Manager must get an ordinance through the city council to prevent political assassination, or even worse—physical harm to his family. A Milwaukee brewery owner’s insatiable envy, for his exceedingly handsome chemist, evolves into seething hatred that results in his devising a scheme that jeopardizes the lives of his chemist and a wealthy upscale, but suspicious, restaurant owner. When the scheme goes hopelessly awry, a brilliant teenage waiter comes into contact with the brewery owner who demands considerably more of the extraordinarily cute waiter than his job description permits. Does he fall prey to the sadistic desires of the brewery owner or does he fix the mess the brewery owner created? If you don’t think morals influence outcomes, then think again. It’s the morality buried inside everyone that determines how that person acts throughout life. The Ordinance is not for the fainthearted. It questions everything you know to be true, when it reveals the ghastly secrets lurking beneath the glossy surfaces.

James R. Hoehn is a retired engineering consultant. He lives in Wisconsin. The Ordinance started as a writing challenge rather than started as a novel to be published. His decades of association in industry; working on government contracts; as a critic of the educational system and dealing with the general public in business, provided some of the insights for this novel. It is a summation of intensive observation and study into what makes people in society tick as they do. It is philosophy that guides personal actions, and those actions dictate how people act within that society. It is a philosophy, first described by Ayn Rand in her famous novels the Fountainhead and Atlas Shrugged, that formulated the basis for The Ordinance. I am deeply indebted to Miss Ayn Rand for providing me those principles upon which this novel was built, and for also providing me with a rational philosophy for living my life.
