After a tornado deposits Glinda the Good, the Cowardly Lion, the Tin Man, the Scarecrow and several Munchkins near modern-day Topeka, Kansas, things start to get a bit weird. Having lost most of her magic powers, and unable to get the Oz crew back home, Glinda makes a power grab by running for President on her newly formed Wicca ticket, with the Governor of Kansas - whom Glinda has bewitched - as her running mate. The group from Oz starts taking liberties with the law, and their suspicious activities spark the interest of FBI agent John Goodson. Goodson soon falls under pressure from his boss, who is near retirement and wants to avoid any controversy, to drop the investigation. Goodson also becomes involved with Tiffany Mammarian, an attractive reporter from the local newspaper who is writing a feature story on the tornado. As Presidential candidates from both other political parties - the conservative President and a liberal senator - scramble to cope with their new opponent, Glinda gains national popularity. After Glinda discovers that she's being investigated, she sues the government, alleging discrimination against her Wicca creed, resulting in Goodson being pulled from the case. A down and out Goodson seeks help from a reluctant Tiffany, with whom he has just broken up. When Glinda's lawsuit takes a turn in favor of the government, the situation starts to get ugly. Vowing revenge, Glinda takes hostages at the Governor's mansion, including Tiffany, whom she kidnaps with flying monkeys bewitched from the local zoo. With help from an unexpected source, and with the aid of a secret weapon, Goodson attempts to rescue Tiffany, leading to a bizarre and exciting showdown between Goodson and Glinda that pits reality against fantasy.
