Chief David Couper led the Madison (Wisc) Police Department for over twenty years. During this time, the Madison police became a world-class model of democratic policing. During his tenure, Madison officers handled hundreds of public protests and demonstrations with having to resort to violence and they implemented a collaborative, employee and citizen-oriented leadership style that remains in place and a model for police departments today. Since Couper’s retirement, he has continued to be concerned about the growing militarization of our nation’s police, corruption in the ranks of police, and an over-reliance on deadly force to get the job done.
