When a massive earthquake hits Los Angeles, water and power shut down, transportation is destroyed, and phones are made inoperable. With the devastated city in chaos, an isolated hillside community in the Santa Monica Mountains becomes the target of a roving inner-city gang. Paralyzed by fear, the neighborhood hopes for rescue, a highly unlikely prospect, but Maggie Slater, a young woman with a six-year-old child, decides to take action. With the help of Russ Budrow, an African American war veteran and the only black homeowner in the largely white community, they devise a plan to save their street. Almost from the start, their plan is in trouble, but as the crisis takes its terrible toll and new dangers arise, heroes emerge.
