Mr. Montoya, born and raised in Southern California is a 2nd generation American where all four grandparents were from Mexico. He attended California public schools, community college, New Mexico State University, and while employed as an executive for the United States Postal Service, attended classes at UCLA, Duke University and the University of Illinois. While employed by the U.S. Postal Service, he held positions of responsibility as Postmaster, District Manager, Division Manager, Director, Employee and Labor Relations, Regional Manager, Equal Employment Opportunity and Regional Manager of Total Quality. Mr. Montoya has written a book on the 100 years of Coachella Valley High School in behalf of the Coachella Valley High School Alumni Association, whose sales go towards college scholarships for needy students of that school. He currently resides in Palm Desert, California with his wife Maria Elisa and his dog, Buster.
