Captain James O'Malley is the fearless leader of the Kansas City Police Department in 1940. Organized crime is doing its best to run the city, under the watchful eye of mob boss Vincentiso Gargotta. O'Malley and his boys keep the gangsters in check, but soon, they realize the mafi a is the least of their worries. A cold-blooded killer is on the loose in Kansas City. O'Malley suspects this murderer is working for organized crime on a nationwide basis, but suspicions don't collar criminals; O'Malley needs evidence. There's also evidence that ties the crimes to the Nazi party. Could there be a spy in this mobster playground? Some veteran officers turn up dead under mysterious circumstances, and O'Malley faces corruption within his own department. As political pressure turns up the heat on the captain, circumstances begin to take a toll on the honest, hardworking officers of the department. It seems there are plenty of wolves out in Kansas City, and only the KCPD can handle them.
