Born in the Philippines, Dr. Perfas was educated in Manila and in the United States. He earned his Bachelor’s degree in Philosophy and Master’s degree in Psychology at the Pamantasan Ng Lungsod Ng Maynila (University of the City of Manila) as a government scholar. He received his specialist degree in Counseling at the University of Missouri in Kansas City and his doctorate in social welfare at Adelphi University in New York.
