Welcome to our hearing on the positive trends and serious challenges of doing business in Latin America. Our goal today is to examine ways that the U.S. Government can help promote American businesses and trade opportunities in the region, while also considering the challenges, including the impact of a growing Chinese foothold in the hemisphere, trade barriers to market access, and the impact of weak institutions and marginally democratic governments in some countries, on American investments. It is my view that we have, obviously, been necessarily distracted by events in the Middle East and around the world and simply have not had enough emphasis on Latin America. But it is also my view that we ignore our own hemispheric neighborhood at our own peril.
