“Development System and the Jackson Study, 1969-1970,” is the 4th study in the series on “United Nations Reform”. The series presents important change initiatives since the creation of the organization back in 1945 – each study is dedicated to a single effort; in-depth commentaries and official UN documentation are provided. The 4th study describes the efforts of the United Nations Development Programme (UNDP) to improve the programming and implementation of technical co-operation with developing countries. With rapid decolonization and the growth in UN membership, development issues became important and UNDP was established in 1965 to provide the framework for. On the request of the Governing Council of UNDP, Sir Robert Jackson was requested to examine the implications which would follow from the doubling of resources available for development assistance within a period of five years. Jackson was a well-known international administrator who worked as special consultant to Paul Hoffman, the head of UNDP. Issued in 1969, “A Study of the Capacity of the United Nations Development System” (DP/5) by Sir Robert Jackson is the centrepiece of this publication. Also provided are two General Assembly resolutions by which reform measures were approved. The Capacity Study presented a severe indictment of the shortcomings of the United Nations development system, described as "a non-system" and an "administrative jungle", lacking a "central brain". Because of the polycentric nature of the United Nations system, the specialized agencies tended to behave like independent "principalities". Jackson proposed to establish centralized development system to supervise the UN specialized agencies with UNDP as the central financing and coordinating organization and the Economic and Social Council (ECOSOC) as policy center. Those recommendations were not implemented, essentially due to the strong opposition by the specialized agencies, which did not want to accept any limitations of their independence. Nevertheless, some of the main recommendation were accepted and implemented. In 1970, UNDP set in motion a new system of country programming, based on indicative planning figures. Furthermore, the UNDP resident representatives in the developing countries were appointed coordinators of the activities of other agencies in the field. Quite clearly, the reform was more successful in improving the work of UNDP than introducing the coordination of the UN specialized agencies. Based on the achievements realized, Sir Robert Jackson is seen as a profound reformer of its UN technical operations mechanism.
