Lieutenant General Edward L. Rowny, born in 1917, was a U.S. Army general and an ambassador, chief U.S. negotiator in arms reduction talks with the Soviet Union, and one of the originators of the helicopter as a platform for combat. The citation from his Presidential Citizen’s Medal, which he received in 1989, reads: “one of the principal architects of peace through strength policy.” He served as an arms control adviser and negotiator to fi ve presidents — Nixon, Ford, Carter, Reagan and Bush. Rowny, a 1941 graduate of West Point, has received numerous awards for valor and achievement, including combat in World War II, Korea and Vietnam. An author of various books and memoirs, Rowny founded the Paderewski Scholarship Fund in 2004 to bring deserving Polish students to the United States to study the American style of democracy and capitalism, and currently serves as president of the American Polish Advisory Council. He lives in Washington, D.C. with his wife Elizabeth.

He commanded battalions in Italy during World War II and participated in the Korean War. He later championed arming helicopters for battle, creating an airborne cavalry that he helped implement in Vietnam for counterinsurgency operations. In the late 1940s Gen. Rowny began studying the Russian language and Soviet negotiating techniques at Yale University. This positioned him to play a meaningful role in U.S. nuclear policymaking when he took on quasi-diplomatic positions with NATO during the Cold War. In 1971 he was appointed the US representative to Strategic Arms Limitation Talks (SALT) and held this post under three presidents: Nixon, Ford and Carter. Edward Leon Rowny (April 3, 1917 - December 17, 2017) was a United States Army Lieutenant General of Polish extraction. He was a commanding officer in World War II and Korea, a military advisor to five U.S. presidents and a negotiator on the Strategic Arms Reduction Treaty (START). General John Elliott Wood was a commander of the 92nd Infantry Division at the end of World War II. Rowny earned a BS from Johns Hopkins University in Engineering, and held degrees from West Point, Yale (MAs in Engineering and International Affairs) and American University (Ph.D. in International Studies). He became his spokesman and one of the planners of the landing of Inchon, which forced a North Korean retreat and enabled the taking of Seoul. Rowny air dropped a bridge to cross a chasm permitting the rescue of the surrounded Marines and Army troops at the Chosin Reservoir.
