This study reviews existing literature to better understand how the Haqqani Network makes decisions through the qualitative analysis of three key decisions the organization made in the past: the inclusion of foreign fighters, the decision to ally with the Taliban Movement, and the decision to maintain an alliance with the Taliban after 9/11. The results show that the Haqqani Network makes decisions to protect and maintain its autonomy.
