John Steiger is the director of the Washington Caseload Forecast Council. The Caseload Forecast Council is charged with forecasting the entitlement caseloads for the State of Washington. The council meets several times a year to adopt official forecasts that are the basis of the governor's budget document and utilized by the legislature in the development of the omnibus biennial appropriations act. The council is also responsible for maintaining databases on all Washington state adult felony sentences and juvenile offender dispositions. The council publishes annual statistical summaries of adult and juvenile sentencing, and estimates the bed impact of all legislative proposals for changes to the state adult and juvenile sentencing guidelines. In addition, the council publishes annual adult felony and juvenile disposition sentencing manuals that provide guidance on the use of the state sentencing guidelines. John Steiger received a BA (sociology/psychology) from the University of North Carolina at Chapel Hill in 1971 and PhD in sociology from the University of Washington in 1980. He has worked for over three decades in various positions in Washington state government, including research director for the state division of juvenile rehabilitation, research director of the state juvenile and adult sentencing commissions, and executive policy adviser in the state Office of Financial Management. He has also taught a variety of classes in Washington colleges and universities including sociology, statistics, delinquency and social problems. Dr. Steiger’s interests include public policy, juvenile delinquency, sentencing, and the use of research findings to drive policy.
