David Couper served over three decades in four municipal police departments -- of which he led two of them as chief of police. In Madison, Couper fine-tuned techniques of crowd management, diversification, quality leadership, community-oriented policing, and continuous improvement. He has Master's degrees from the University of Minnesota and Edgewood College in Madison, Wisc. He is also the author of "Arrested Development: A Veteran Police Chief Sounds Off..." (2012) and "The New Quality Leadership Workbook for Police" (2014) also available on this site.
