Robert A. "Bob" Freeman was born in 1924, educated in Walla Walla, served in the Navy, and graduated from Whitman College in 1948. Two days after graduation he was employed by the Washington State Penitentiary as a psychologist. Later he was appointed Director of Education and retired in 1975 as Associate Superintendent for Treatment. During his working years he was on the Board of the American Correctional Education Association. Post retirement he taught a correction related course at the college level and later worked for an architectural firm helping to design prisons around the nation.
