Since this book was first published, the prob lem of the labourer and the land has come very much to the fore, and the Corn Production Act (1917) provides for the setting up of an Agricultural Wages Board whose statutory duty it will be to fix minimum rates of wages for workmen which shall never fall below 253. A week, or its equivalent, for able-bodied men. This figure, however, is only a minimum, and the Board is instructed, so far as practicable, to secure wages which, in its Opinion, are adequate to promote efficiency and to enable a normal labourer to maintain himself and his family in accordance with the standard of comfort which may be reasonable in relation to the nature of his occupation.
