In l788,with the finances of France in the greatest confusion,and the country already overburdened by excessive taxation,the king issued hls decree for the convocation of the states-general. It is not till May5 1789 that that body,after a lapse of 175 years again held its first meeting at Versailles and was Opened by Necker with a statehent of the condition of the finances. The question whether the orders were to vote ''par ordre or l''par téte'' had been left unsettled and this soon brought about a deadlock between them. The third estate on June 15,0n the refusal of the other two orders to join them.ignored them ent1rely,declaring itself to be the National Assembly of France. A little later,july 14,on the news of the dismissal of Necker,caue the rising oi the Paris mob ind the capture of the Bastille,vhile three Months after this,october 5-6,the moo again took control of affairs,narching to Versailles,and bringing the royal family and the Assembly to Paris. These stirring events gave rise to discussion dwfi criticism of all kinds,the journals took on a new importance,and neeting places to discuss the events of the day becaue very popular.
