This book examines the operation of the Act 10 Geo. 4, c. 14, of 1829, relating to a local church rate in Halifax, England, and the debate about its revision or repeal. The Act established a rate levied on 21 of the 28 townships within the parish of Halifax to pay the vicar's stipend and cover other church expenses. The rate was intended to replace various traditional tithes and dues paid locally, including Easter offerings, and to quell unrest and tension in the community. The author examines the Act, its historical context, and the objections raised against it by both churchgoers and dissenters, most of whom felt the burden of the rate fell unfairly on householders. Among the concerns raised were the high cost of collection and the continued inclusion of Easter offerings in the assessment, which had been ruled non-compulsory by a court in 1866. The book concludes that the Act, though intended to be a generous compromise at the time and viewed as addressing the strict legal claims for tithes that could be far higher, needs revision and reform to address these concerns and bring fairness and peace to the community.
