Woman's City Club is trying to find out why the wheels of justice in Chicago grind so slowly - partiarly in those courts which are devoted to the enforce ment of laws having a social bearing, such as the compulsory education law, sanitation laws and the factory inspection act. The committee in a report printed in the Jan uary issue of the Woman's City Club Bulletin refers to the excessive number of continuances in many cases. On this point it says.
