It was not an easy time in which to lay out a course of action for the United States. Nevertheless, the memoranda which were submitted in April, 1941, exhibit less confusion than foresight. Analyzing the factors of Amer ican policy and outlining the basic principles of the course of action 'which they suggested, the students made predictions and plans some of which have already been confirmed.
