The author proposes the elimination of the Fifth Book classes and the consolidation of all levels of a given locality's schools under a single governing board, suggesting that a closer relationship between high schools and public schools would strengthen the education system. Also included is the author's belief that schools should provide libraries to nurture the reading habits of youth, and that universities should reform their matriculation policies to ensure that students are better prepared for their studies. Criticizing the low matriculation standards, the admittance of inadequately prepared students into Toronto and Victoria Colleges, and the encroachment of universities into the domain of secondary schools, the author argues that the present system is causing a decline in academic standards and impoverishing the overall teaching profession, especially in rural areas. The author asserts that to remedy this, teacher salaries and benefits should be increased, more recognition should be given to their role in educational administration, and a superannuation program should be established. The author believes that these reforms would elevate the status of teachers, giving them the standing they deserve and enabling them to play a more vital role in shaping the future of education in Ontario.
