The author positions Bynkershoek as one of the first scholars to treat international law as a separate and distinct discipline. The author argues that Bynkershoek's greatest contribution to international law was his theory of dominion over the sea. Bynkershoek asserted that a state's sovereignty extended only as far as it could effectively control the sea from its shore. While Bynkershoek's theory of dominion was eventually rejected, it laid the foundation for the modern law of the sea. The author also examines Bynkershoek's other contributions to international law, including his writings on neutrality, maritime law, and the law of war.
