This book presents the annual report of the Public Service Commission for the first time following the consolidation of the Public Service Commission for the First District and the Public Service Commission for the Second District to create the Public Service Commission in 1921. It details the Commission's work in regulating public utilities within New York State. The report covers the major topics under the Commission's purview: auto bus, telephone, gas, and electric light and power companies, street car companies, and locomotive boiler inspections. The report discusses the changes in the law made by Chapter 134 of the Laws of 1921 and also by Chapter 335 of the Laws of 1921. These changes gave the Commission broader regulatory authority and enhanced its powers to set maximum rates. One of the key issues the Commission faced was the matter of proposed telephone rate increases during the post-World War I era. The report provides a valuable historical record of the Commission's actions and decisions in 1921 relating to these and other matters.
