We gain a deep understanding of pioneering techniques developed to accurately measure and account for water flow, including the implementation of over 200 stream gaging stations and the introduction of reinforced concrete Parshall measuring flumes. Further, the narrative describes the author's work as Interstate River Commissioner, including the successful defense of two major interstate suits in the Supreme Court and the negotiation of three interstate compacts over water rights. Through the author's firsthand account, we learn how these efforts reshaped the legal framework and engineering practices for western water management, and made possible the continued agricultural prosperity of the region.
