The author was commissioned by the British government to summarize and analyze a report from Upper Canada's Legislative Council that complained of many abuses and grievances in local governance. The author sympathizes with the intent of the Legislative Council's report but believes that many of the proposed solutions would cause more harm than good. Based on analysis of historical documents and the report itself, the author argues that the Lieutenant Governor of Upper Canada should retain most of his patronage authority, that the Assembly's demand for authority over the territorial and casual revenues of the Crown and changes in the appointment of Legislative Councillors are unrealistic, and that the independence of the judiciary must be preserved. The author concludes that the best path forward for governance in Upper Canada is one where most elements of the current governmental structure and authorities are maintained.
