The present report is one of the outcomes of a larger study of the problems of youth employment and unemployment which the Commission initiated a year ago under the direction of Paul T. David, associate director for research. In addition to the present volume and to materials which have been used in statements adopted by the Commission, the study will eventu ate in a general report on the employment problems of youth and the extent Of the probable future need for public youth work programs. Dr. David was for determining the scope Of the present volume and for coordinating this investigation with the other research activities of the Commission.
