Prior to revolution in North America, the author explores the tension between local colonial leaders and the British home government. The author argues that the colonial elite, hungry for control over patronage and economic development, sought influence within the existing British political structure. There was no alternative political structure for them to work within. The author proposes a reorganization of the colonial government based on the British system of responsible government, in which the executive council would be chosen from the majority party, instead of being appointed by the governor and largely comprised of members of the elite. This would allow for a more equitable distribution of political power. Ultimately, the author argues that such a restructuring of power would strengthen the relationship between British North America and England by promoting greater political equity within the colony.
