The author begins by tracing the history of the relevant legislation, starting with the 1951 Irrigation Permit Law, through the 1955 Stream Sanitation Act, and up to the 1967 enactment of substantial water use legislation. The author highlights the impact of the 1965 phosphate mining development in Beaufort County, which created a two-pronged problem of lowered water tables and increased risk of salt-water intrusion. This development spurred the General Assembly to create the Department of Water Resources and enact the capacity use areas law. The author discusses the organizational structure of water resource management in North Carolina, focusing on the 1967 creation of the Department of Water and Air Resources, which unified water quantity and quality regulation under a single board. The analysis concludes that while North Carolina water users are receiving relatively good library service, there is a need for a revised system of statewide library support.
