This book reveals how Congress established a special board, headed by Captain Andrew Endicott, to address this issue. The resulting Endicott Report of 1885 outlined plans for a comprehensive system of fortifications to protect major American cities and important naval stations. The report called for the construction of over 100 forts and batteries, armed with heavy guns. It also recommended the development of new weapons and ammunition, as well as improvements to existing fortifications. The Endicott Report had a profound impact on the development of American coastal defenses. Its recommendations were largely implemented, and the resulting fortifications played a vital role in protecting the United States during World War I and World War II.
