The author discusses the vexed question of augmentation, and explores the relative merits of different systems, as well as the problems of production costs and the disposal of finished goods. The book also examines the virtues and limitations of local authority and voluntary provision and suggests that, while local government has an important part to play, voluntaryism remains the best guarantee for the efficient and sympathetic discharge of welfare duties, exploring different models of good practice.
